Jordan’s unofficial note on resolving the Syrian crisis

News sources reported that Jordan has prepared an informal memorandum for resolving the Syrian crisis and provided it to countries involved in the crisis.

According to the International Group of Pak Sahafat News agency, Al-Arabi Al-Jadeed reported that sources in Washington had obtained a copy of Jordan’s letterhead (unofficial note) on Syria.

According to a recent report, Jordan presented the memo to countries involved in the Syrian issue, including the US government, on the sidelines of UN General Assembly meetings held about two weeks ago.

Jordan has drafted the memo as a political solution to the Syrian crisis, and has made a new proposal to engage with Syrian President Bashar al-Assad’s regime in the form of a “step-by-step” plan.

The Qatari newspaper quoted the sources in Washington as saying that the title of the memo indicated that Jordan was willing to keep the text in an informal, debatable and modifiable plan, citing sources in Washington.

Al-Arabi Al-Jadeed, on the other hand, says that European countries have not found the content of this informal memo to be encouraging. However, Jordan did not name or mention any of the Arab countries that are aligned with it in this plan.

The Qatari newspaper further noted that the plan is five pages long and states: “[Syrian] regime change is not an effective goal. The stated goal is to establish a political solution based on UN Security Council Resolution 2254.”

According to the report, the memorandum also states that the current way of dealing with the Syrian case has been highly costly, with the memorandum from several angles, including humanitarian issues, the damage done to the Syrian people and the suffering of refugees to this “failure.”

On the other hand, it is noted that the anti-terrorism case has not been closed yet, as ISIL cells are rearranging their elements in Syria.

According to the report, the unofficial memo outlines a new way to resolve the Syrian crisis, which aims to “gradually change the behavior of the regime in exchange for incentive concessions.”

Al-Arabi Al-Jadeed wrote in Dame that Jordan’s informal plan includes five clauses, which are: “Establish a gradual approach to a political solution under Security Council Resolution 2254, to convince regional and international partners to support this new approach, to try to agree with Russia on this approach, to agree on a mechanism to “Sharing the Syrian regime and the implementation phase.”

According to the plan, in a new way, Damascus will be given concessions in exchange for the Syrian government implementing the measures proposed by Jordan and making political changes in the country; the changes that the Jordanian side says will have a direct impact on the Syrian people.

The Qatari newspaper added that the details of the concessions and the demands of the Syrian government will be determined in the future; But in all these cases, the focus will be on humanitarian issues, and then, gradually, political issues will be addressed, and at the end of the implementation of Security Council Resolution 2254.
