A Taliban spokesman said no one would be allowed to leave Afghanistan until a new government was announced.
Zabihullah Mujahid told the media on Tuesday that anyone with a legal degree could leave the country after the new government and foreign and interior ministers are in place.
Earlier, US sources said that four planes carrying American nationals and their colleagues were ready to fly at Maulana Jalaluddin Balkhi Airport in northern Afghanistan, but were blocked by the Taliban.
Although it is not clear why the new government, which was due to be announced last Friday, was delayed, there is some speculation that the Taliban are embroiled in internal disputes over key positions, including prime minister, and the ongoing war in Panjshir.
