Deraa fragile agreement mediated by Russia

The new ceasefire agreement between the Syrian army and the armed and terrorist elements in Deraa has failed, according to the opposition, while some clauses of the agreement have been implemented.

According to the report of Pak Sahafat today:  The Syrian army regained control of the southern city of Deraa in 2018 as part of its advance, but some armed and terrorist elements agreed to fire in parts of the region by prior agreement.

These armed and terrorist elements settled in parts of Deraa after the previous Russian-mediated ceasefire agreements, and have since maintained control over the areas under their control in the city and province of Deraa.

The Syrian government clashed again in late July to retake areas controlled by the armed elements, and the clashes eventually led to another month-long ceasefire agreement mediated by Russia.

But opponents say a new agreement reached last week after weeks of intense and unprecedented clashes between the Syrian army and armed elements has failed.

Rami Abdul Rahman, head of the opposition group Syrian Observatory for Human Rights (a London-based non-governmental organization), said the agreement failed after armed elements opposed the random inspections and handed over all weapons to the Syrian army.

The three-day agreement failed while some clauses of the agreement, including the withdrawal of terrorists and opponents of the agreement and the delivery of weapons, were implemented.

Russia Today reported last week, quoting a Syrian source that, the Syrian army and armed groups based in Deraa have agreed with Russia to end the clashes in the southern Syrian city of Deraa, including a three-day “operation to remove terrorists and dissidents, hand over weapons and deploy areas of Deraa and Al-Balad under the control of the Syrian and Russian armies.”

The official Syrian news agency (SANA) also reported last Wednesday that the armed elements have started laying down their weapons, and by publishing photos of some armed elements who were carrying out the administrative process of handing over the weapons, he announced that several settlement centers in Daraa al-Balad area are going to settle the situation of the armed elements and hand over their weapons to the Syrian army.

The agreement was supposed to be fully implemented two days after its announcement, but failed, according to the opposition, although official Syrian sources have not yet commented on the failure of the agreement.
